Upholding the overall leadership of the Party is one of the most important aspects of the historic achievements and changes made in the cause of the Party and country in the decade of the new era. The report to the Party's 20th National Congress states, "We comprehensively strengthen the leadership of the Party, make clear that the most essential feature of socialism with Chinese characteristics is the leadership of the Communist Party of China, that the greatest strength of the system of socialism with Chinese characteristics is the leadership of the Communist Party of China, that the Communist Party of China is the highest force for political leadership, that the centralized and unified leadership of the CPC Central Committee is the highest political principle, and that the Party's leadership system should be systematically improved. The whole Party should strengthen the 'Four consciences', consciously maintain a high degree of unity with the Central Committee in thought, politics and action, and constantly improve its political judgment, political understanding, and political execution, so as to ensure the authority and centralized and unified leadership of the Central Committee and ensure that the Party plays its role as the core of leadership in commanding the overall situation and coordinating all parties.

History has fully proved that the leadership of the CPC is the fundamental and lifeblood of the Party and the country, and depends on the interests and destiny of the people of all ethnic groups in China. To realize the great rejuvenation of the Chinese nation, we must uphold the leadership of the Party. Since the reform and opening up, the Party has made continuous efforts to strengthen and improve its leadership, providing a fundamental political guarantee for the development of the cause of the Party and the country. At the same time, there are also many problems in the Party's vague understanding of upholding the leadership of the Party and its weak actions, and in the implementation of the leadership of the Party. Since the 18th CPC National Congress, the CPC Central Committee with the General Secretary at its core has strengthened Party leadership and Party building in an all-round way. The Party's leadership system has been continuously improved, its leadership style has become more scientific, and its ability to set the direction, look after the overall situation, formulate policies, and promote reform has continued to improve.

Uphold and strengthen the Party's overall leadership. The Third Plenary Session of the 19th CPC Central Committee made major arrangements for improving the system of upholding overall Party leadership. It stressed strengthening the Party's leadership in all fields and aspects of work to ensure that the Party's leadership covers all areas and becomes stronger and stronger. "Full coverage" emphasizes the scope of the Party's leadership, while "stronger and more powerful" emphasizes the Party's leadership. The report to the Party's 20th National Congress lists "upholding and strengthening the Party's overall leadership" at the top of the list of "five major principles" that must be firmly grasped on the road ahead, and stresses that "the leadership of the Party is comprehensive, systematic and integrated, and must be implemented in a comprehensive, systematic and holistic way". Upholding and strengthening the Party's overall leadership can ensure that China's socialist modernization drive is headed in the right direction, and that the whole Party and country have a strong political cohesion to work together and develop self-confidence.

We will uphold the authority of the CPC Central Committee and its centralized and unified leadership. The general secretary pointed out: "The Central Committee of the CPC is the brain and center, and it must have the authority to decide on one thing and make a final decision." Upholding the centralized and unified leadership of the CPC Central Committee is the supreme political principle. It is a fundamental requirement that a mature Marxist party must adhere to. It must not waver or waver at any time or under any circumstances. To uphold and strengthen the Party's overall leadership, the most important thing is to firmly uphold the authority of the CPC Central Committee and its centralized and unified leadership. To firmly safeguard the authority and centralized, unified leadership of the CPC Central Committee, the most important thing is to firmly safeguard the core of the CPC Central Committee of the General Secretary and the core position of the whole Party.  It is of great significance to the development of the cause of the Party and the country in the new era. At the same time, as the political and organizational functions of Party organizations at all levels continue to strengthen, and the building of the Party's organizational system makes solid progress, primary Party organizations play an increasingly prominent role as a strong fighting fortress for effectively realizing the Party's leadership, fully demonstrating the achievements of the Party's organizational system being connected from above to below and effective in its execution, and giving full play to the Party's role of commanding the overall situation and coordinating all parties.

Give priority to the Party's political construction and play a leading role. The Party's political construction is the fundamental construction of the Party, which determines the direction and effect of the Party's construction. We should put the Party's political construction in the first place and guide all the work of the Party's construction. For example, it stresses that the primary task of the Party's political construction is to ensure that the whole Party obeys the Central Committee, and uphold the authority and centralized and unified leadership of the Central Committee. Strictly enforce the Party's political discipline and rules, and focus on solving the "seven problems"; We will make intra-party political activities serious, purify the political ecology within the party, and develop a positive and healthy intra-party political culture. Improve the Party's leadership system. We will improve the Party's leadership system and the systems for leading people's congresses, governments, political consultative bodies, supervisory, judicial, procuratorial organs, the armed forces, people's organizations, enterprises and public institutions, community-level self-governing organizations, and social organizations, so as to ensure that the Party plays a leading role in all organizations. Since the 18th CPC National Congress, the emphasis has been placed on establishing and improving systems and mechanisms for the Party's leadership over major work, strengthening the leadership position of Party organizations among organizations at the same level, giving better play to the role of functional Party departments, coordinating the establishment of Party and government organs, advancing reform of the Party's discipline inspection system and the state supervision system, and implementing the Party's leadership in all areas and links of state governance. We will adhere to democratic centralism, strictly implement the system of requesting instructions and reporting to the CPC Central Committee, and strengthen political oversight. We will incorporate the requirement of upholding the Party's overall leadership into the organic laws of the People's congresses, governments, courts, and procuratorates, and into the constitutions of the CPPCC, democratic parties, federations of industry and commerce, and people's organizations, so as to institutionalize and legalize the Party's leadership.

In short, since the 18th CPC National Congress, the authority and centralized and unified leadership of the CPC Central Committee have been firmly guaranteed, and the whole Party has become more unified in its thinking, more united in its politics, and more unified in its actions.
