"Fourteenth Five-Year Plan Outline" will "accelerate digital development and build a digital China" into a separate chapter, and from the "build new advantages of digital economy, speed up the pace of digital society construction, improve the level of digital government construction, create a good digital ecology" and other four aspects of the next five to 15 years of digital China construction made a top-level design. It can be predicted that in the future, the construction of Digital China will be further accelerated, and people's mode of production, way of life and way of social governance will all undergo great changes.

In the process of promoting the construction of digital China, promoting the development of digital economy is in the most fundamental position. The Outline identifies the added value of core industries in the digital economy as the three key indicators for innovation-driven growth and one of the 20 major indicators for economic and social development in the 14th Five-Year Plan period. It is expected that the added value of core industries in the digital economy will account for 10% of GDP in 2025, up from 7.8% in 2020. This is the first time that the national plan has included the added value of core industries in the digital economy as a major economic and social indicator, which is of great and far-reaching significance. It not only fully demonstrates China's determination to vigorously develop the digital economy, but also highlights the unprecedented importance China attaches to innovation.

In the new stage of development, high-quality development is the theme of China's economic and social development during the 14th Five-Year Plan period and even longer. Therefore, to promote the development of digital economy and promote the construction of digital China, we must promote the high-quality development of digital economy and focus on solving the core problems restricting China's digital economy. In the future, we should focus on the following four areas:

First, improve the basic system for stimulating the development of core technologies of the digital economy. The central government has repeatedly stressed that key and core technologies cannot be acquired, bought or demanded, and that putting core technologies under the control of others is the biggest hidden danger. Perfecting the basic system to stimulate the development of the core technology of digital economy is an important way to solve the problem that restricts the development of the core technology of digital economy. The key points are to establish and perfect the incentive system for cultivating digital talents, accelerate the digital economy statistics and accounting system, perfect the basic system of data factor market, establish the intellectual property related system of digital economy, and accelerate the construction of the standard system of digital economy.

Second, improve the legal system in the digital economy era. The advent of the digital economy era has brought great challenges to the existing legal system based on the industrial economy. Therefore, to promote the high-quality development of digital economy, it is necessary to improve the legal system in the era of digital economy, focus on cracking the contradiction between "personal data and enterprise property rights", and balance the conflict between "data security and data utilization". The focus should be on speeding up the revision of existing laws and regulations, and changing relevant regulations that are not suitable for the development of the digital economy. We will accelerate the formulation and promulgation of laws such as the Law on the Protection of Personal Information. We will promote the formulation and revision of relevant laws and regulations to favor the "information weak" and protect their digital consumption rights and interests.

Third, we will step up digital risk management. The development of digital economy not only brings great convenience to human beings, but also brings new security risks. Digital risks have become an important issue of wide concern in the world. To strengthen digital risk governance, the key is to explore the formation of a new pattern of multi-subject collaborative governance, improve the digital supervision level of government management departments, clarify the responsibilities of platform enterprises, and increase the intensity of punishment. We will strive to build a new digital security ecosystem, improve data governance rules, and foster a digital economy and culture that uphold the common values of mankind.

Fourth, we will move faster to bridge the digital divide. Although China's digital economy has developed rapidly in recent years, the digital divide still exists. Different groups, regions and enterprises have great differences in digital literacy and digital applications, resulting in unbalanced and inadequate development of China's digital economy. Therefore, to promote the high-quality development of digital economy and bridge the digital divide, the focus should be on increasing the investment in the development of digital economy in central and western China and the vast rural areas, and increase the cultivation of digital talents and the construction of digital infrastructure; Accelerate the construction of a multi-subject digital literacy training system, and implement the digital literacy program for the elderly. We will accelerate the digital transformation of traditional enterprises.
