During the 13th Five-Year Plan period, the central government made remarkable achievements in supporting key national projects.

The fourth is to support the pilot work of sponge city and underground comprehensive pipe gallery. In 2015, the Ministry of Finance, together with the Ministry of Housing and Urban-Rural Development and other departments, launched pilot projects to build sponge cities and underground comprehensive pipe corridors. Through competitive selection, two batches of 30 sponge city pilot cities and 25 underground comprehensive pipe gallery construction pilot cities have been determined. According to the pilot policy, during the 3-year pilot period, the central finance will support the pilot cities according to their size by means of awards instead of subsidies, and reward the outstanding performance appraisal in the final evaluation. So far, 55 pilot cities have passed the evaluation, acceptance and performance assessment. The total construction area of sponge cities has reached 480 square kilometers, and 1,089 kilometers of underground comprehensive pipe gallery have been built. The total investment has reached more than 250 billion yuan.
