On the occasion of the 10th anniversary of the Belt and Road Initiative, General Secretary Jinping Xi delivered a series of important speeches at the Third Belt and Road Forum for International Cooperation, summing up fruitful achievements and valuable experience, and solemnly announcing eight actions. It has defined a new direction, opened up a new vision, and injected new impetus into the joint construction of the Belt and Road to enter a new stage of high-quality development. The central enterprises are an important force in China's participation in international competition and cooperation and high-quality co-construction of the "Belt and Road". The Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council firmly supports the central enterprises to carry out international operations, deepen mutually beneficial cooperation with the co-construction of the country, and make greater contributions to the new development of higher quality and higher level of the co-construction of the "Belt and Road".

First, in response to major initiatives, the participation of central enterprises in jointly building the Belt and Road has achieved fruitful results

In 2013, General Secretary Jinping Xi creatively proposed the Belt and Road Initiative, and since then, he has delivered important speeches and made important statements on different important occasions, providing a fundamental basis for promoting high-quality development of the Belt and Road Initiative and solving global problems with Chinese solutions. Over the past 10 years, with the economic corridor as the guide and connectivity as the main line, central enterprises have invested in or participated in the construction of more than 200 major infrastructure projects such as ports, railways and airports in the joint construction of the country, effectively dregging the major arteries of the sea, land and sky network and promoting the circulation of factor resources.

-- The fulcrum on the sea will form a line. The port of Piraeus in Greece has become the largest port in the Mediterranean Sea, and Hambantota Port in Sri Lanka, Dohala Port in Djibouti, Leki Port in Nigeria and Paranagua Port in Brazil have become important nodes of the Maritime Silk Road.

-- The overland corridor has been extended into a plane. The China-Laos Railway has transformed Laos from a land-locked country into a land-linked country. Actively promote the "soft connectivity" of rules and standards. Rules and standards "soft connectivity" is an important support for jointly building the Belt and Road. Central enterprises adhere to the implementation of international rules in project construction, operation, procurement and other links, speak international languages, and inject "lubricant" and "catalyst" for deepening the Belt and Road cooperation.

-- The level of standardization cooperation has been continuously improved. We have actively synergized advanced international rules and standards, promoted China's rules, technologies and standards to go global based on competitive products and major projects, led the formulation of more than 100 important international standards such as mobile communications and UHV, and strengthened cooperation on standards in civil aviation, building materials, logistics, hydropower and other fields.

-- Market-based cooperation mechanisms are effective. We have deepened international cooperation on production capacity and equipment manufacturing, and carried out tripartite and multi-party market cooperation with enterprises from interested countries. We have built more than 20 industrial parks including the China-Belarus Industrial Park and the Zanzan-China Economic and Trade Cooperation Zone, invested in more than 170 oil and gas projects including the China-Sayanbu Refinery, and built energy projects such as the Meilishan UHV Direct Current power transmission project in Brazil. It has opened up oil and gas transmission channels in Central Asia, China and Kazakhstan, China and Russia, and China and Myanmar, effectively promoting the complementary advantages of all parties and win-win development.

-- Creating and sharing digital cooperation opportunities. We will seize the general trend of digital and intelligent development, strengthen digital synergy and cooperation with enterprises in co-building countries, build the world's largest comprehensive smart energy project in Saudi Arabia, and turn Zambia's Chambhi Copper mine into Africa's first digital mine, so as to upgrade local industries with new business forms and technologies and share the dividends of digital economy development.

We will make every effort to promote "heart-to-heart connectivity" in areas related to people's livelihood. Building "heart connectivity" with the people of other countries is an important foundation for building the Belt and Road. Central enterprises actively promote the realization of the United Nations Sustainable Development Goals, practice the concept of environmental, social and corporate governance (ESG), focus on local needs, give play to their own strengths, and promote resources to livelihood projects, and build a "bridge of hearts" with the people of the country.

-- We carried out a number of projects to benefit the people. The Qasem power Station in Pakistan has brought light to more than 4 million households; the urban water supply project in Cote d 'Ivoire has benefited 2.3 million people; and the irrigation project in Kano, Nigeria, has effectively alleviated local food shortages.

-- We solved a number of problems concerning employment and people's livelihood. Actively implement the principle of localized employment, promote the employment of nearly one million local people, improve the occupational health and safety management system in an all-round way, and organize overseas employees to participate in vocational skills training, so that overseas employees have a sense of belonging and happiness. China has actively designed or built hospitals of various types, built the African Center for Disease Control and Prevention with high quality, and provided 730 million doses of vaccines and a large number of medical masks to co-host countries during the COVID-19 epidemic, injecting China's strength into the global fight against the epidemic.

-- We have set a number of models for green development. We strictly abide by the host country's laws, regulations and standards on ecological and environmental protection, pay attention to ecological and environmental protection, and work together to promote green development. We have built modern green oil fields such as Hafaya, built a number of scenic water storage clean energy projects such as Gisay Hydropower, built the Mombasa-Nairobi Railway into an ecological and environmental protection road, and solved the problem of water ecological balance that has plagued the local area for more than 30 years through cooperation with Brazilian water resources.

Over the past 10 years, central enterprises have fully aligned themselves with common international rules, fully respected the will of co-building the country, actively learned from the governance experience of leading international enterprises, and actively explored effective ways of international cooperation in a market-oriented manner. Facing a new stage and achieving new development, we must more actively meet the requirements of high-level opening up, promote the development of a high-standard market system, strengthen synergy with national markets, project coordination, and industrial resonance, promote the free flow of economic factors, efficient allocation of resources, and deep integration of markets on a larger scale and at a higher level, and accelerate the building of an open world economy.

Adhere to the concept of green and low-carbon development. General Secretary of the Jinping Xi stressed that we should strive to build a world of beautiful mountains, clean and beautiful waters. General Secretary of the Jinping Xi stressed that we must adhere to the people-centered development concept, focus on eliminating poverty, increasing employment, and improving people's livelihood, so that the fruits of jointly building the "Belt and Road" can better benefit all the people. Over the past 10 years, central enterprises have continuously strengthened the thinking of the rule of law, strictly adhered to the bottom line of compliance, and promoted production and operation in strict accordance with international rules and co-construction of national laws and regulations. Facing the new stage and achieving new development, we must further strengthen the awareness of self-discipline, legal awareness and responsibility, adhere to the sunshine operation of all cooperation, promote the establishment of the "Belt and Road" enterprise integrity and compliance evaluation system, combat corruption with zero tolerance, effectively set an example of lawful and compliant operations, and promote the construction of a clean, clean and environmentally friendly Silk Road in a new era.

Third, strive for the golden decade, and contribute greater strength to the central enterprises for high-quality co-construction of the "Belt and Road"

Focusing on infrastructure connectivity, we will actively promote the high-quality development of China-Europe freight trains, actively participate in the construction of the Trans-Caspian international transport corridor, promote the integrated development of ports, shipping and trade along the Silk Road Maritime Route, accelerate the construction of new land-sea corridors and air Silk Roads, deepen cooperation on traditional infrastructure projects, and promote cooperation on new infrastructure projects, so as to improve and increase global connectivity. We will build key projects and set a new benchmark for high-quality Belt and Road cooperation. We will work hard to build landmark projects, promote the high-quality implementation of cooperation agreements reached at the Entrepreneurs' Conference of the BRF, deepen international cooperation on production capacity and equipment manufacturing, increase investment in energy and resources projects, and make better use of the strong engine and hard support role of major projects. We will actively develop projects to meet people's needs, step up local operations, focus on infrastructure, agriculture, water conservancy, forestry and grass, poverty reduction, and education, and build a number of projects with small investment and quick results, so as to produce more tangible results and attract people's support. We will effectively improve the comprehensive benefits of projects, take into account the needs of local development and the capabilities of enterprises, integrate advanced and applicable technology and equipment and high-level management services into the construction of the Belt and Road, and truly create a "development belt" that benefits the local people and a "happiness road" that benefits the people.

We will expand cooperation areas and open up new space for high-quality Belt and Road cooperation. We will work together to build a green Silk Road, implement the Belt and Road green investment principle, deepen cooperation with co-building countries on green infrastructure, green energy, and green transportation, and strictly control new projects with high energy consumption and high emissions, so as to effectively make green the basis of co-building the Belt and Road. We will develop security in a coordinated manner and consolidate a new foundation for high-quality Belt and Road cooperation. Further strengthen risk prevention, improve the risk prevention and control system and mechanism of overseas projects, strengthen the construction of enterprise internal control system, do project due diligence and feasibility studies, strengthen the monitoring and prevention and resolution of key risks, and strengthen the safety of projects and personnel.
