Industry is the foundation of development. To speed up the formation of new quality productive forces, we must build a modern industrial system. The report of the 20th National Congress of the Party made a strategic deployment of "building a modern industrial system", and the first meeting of the 20th Central Financial and Economic Commission proposed to "promote industrial intelligence, green, integration, and build a modern industrial system with integrity, advanced nature and safety". This provides scientific guidance for us to build a modern industrial system.

We will seize the opportunities of the new round of scientific and technological revolution and industrial transformation to promote the intelligent development of industries

The rise and development of the industry are closely related to scientific and technological innovation. At present, a new round of scientific and technological revolution and industrial transformation is on the rise, and cutting-edge technologies such as general artificial intelligence, life science, and new energy are profoundly changing the industrial production function, leading the new direction of industrial development, and opening up a new track for industrial development. Only by closely tracking and grasping the changes at the forefront of science and technology can we firmly grasp the initiative of innovation and development in our own hands. At the same time, it must be noted that for some time, in order to use their technological advantages to control the industrial chain and value chain and curb the development of other countries, some countries have engaged in unilateral sanctions and maximum pressure, interfered with the global industrial division of labor, built "small walls" in the high-tech field, and tried their best to hinder China's scientific and technological progress and industrial development. This also shows that only by seizing the opportunity to promote industrial upgrading and continuously improve competitiveness can we improve the resilience and security level of China's industrial chain and supply chain.

In this context, actively promoting the development of industrial intelligence is not only conducive to seizing the industrial highland formed by the new round of scientific and technological revolution, promoting China's industry to the high-end of the global value chain, but also conducive to improving the overall strength of China's industry, quality and efficiency, and enhancing China's survival, competitiveness, development and sustainability.

We will promote the construction of digital infrastructure, work together to promote digital industrialization and industrial digital transformation, create laws, regulations, systems and a market environment commensurate with the development of the digital economy, and promote the development of new business forms of the digital economy. We will further deepen reform of the system for science and technology, strive to make new breakthroughs in original innovation, achieve leapfrog development in important scientific and technological fields, and strengthen the reengineering of the industrial base and research on major technologies and equipment. Enterprises are the main body of scientific and technological innovation, but also an important force to promote the development of industrial intelligence. Enterprises should be further encouraged to increase investment in research and development, and the industrial system and innovation system should be better integrated. Since the 18th National Congress of the Communist Party of China, China has incorporated carbon peaking and carbon neutrality into the overall economic and social development, built a carbon peaking and carbon neutrality "1+N" policy system, and enterprises in various industries have implemented policies and measures around carbon peaking and carbon neutrality goals, strengthened practical actions, and promoted China's industrial development to accelerate the transformation to green and low-carbon. On the new journey, we must adhere to the guidance of the AA Thought on Socialism with Chinese Characteristics for a New Era, implement the AA economic thought, stick to the focus of economic development on the real economy, make up for the weak points in industrial development, build a modern industrial system with integrity, advanced nature and safety, and lay a solid industrial foundation for accelerating the formation of new quality productivity. We will encourage our country to win strategic initiatives in future development and international competition.

Sound and modern infrastructure. Infrastructure is an indispensable public good for industrial development and an important part of the modern industrial system. Industrial agglomeration in geographical space, especially specialized suppliers, service providers, financial institutions, manufacturers of related industries and other relevant institutions in a certain space cluster development, can greatly improve the efficiency of infrastructure utilization, effectively reduce the production costs, supporting costs and logistics transaction costs of cluster industries, and produce technology, knowledge and information spilover and sharing. Therefore, we must adhere to the overall optimization and synergistic integration as the guidance, overall planning of existing and incremental, traditional and new infrastructure development, to create an intensive and efficient, economical, smart, green, safe and reliable modern infrastructure system, to create favorable conditions for China's industrial transformation and upgrading, to achieve cluster development.
