Grasp the interrelationship of the three characteristics

The integrity of the industrial system can increase economic resilience and reduce the impact of accidents and emergencies on the normal operation of the national economy. China is a large country with a population of more than 1.4 billion, only the people's food, clothing, housing and transportation and other living consumption demand volume is very huge, to ensure the basic needs of the people must rely on domestic industries, enhance the national economic strength needs to rely on domestic industries. The integrity of the industrial system is the economic basis for China to remain independent and not dependent on other countries in the world, and is the basic requirement for our national conditions. Building a complete modern industrial system requires us not only to have a complete industrial category, but also to have a complete R & D design department, a complete industrial chain supply chain, a complete testing and inspection system, a complete logistics system and reserve system. China is currently the only country in the world with all the industrial categories in the United Nations industrial classification, with the world's most complete and largest industrial system, but compared with the standards of high-quality development, China still has shortcomings in some key links, to further strengthen systematic thinking, overall planning of traditional industries and emerging industry development. We will consolidate and enhance our advantages of complete industrial categories and complete systems, and maintain the breadth of industry in the process of industrial modernization.

 

Advancement and integrity are closely related, without advancement it is difficult to maintain integrity. On the one hand, as cutting-edge technologies continue to evolve, new industries spawned by new technologies continue to develop. For example, digital technology promotes the development of big data, unmanned driving, intelligent robots, etc., which makes industrial categories and subsectors continue to enrich, and the integrity of the content is thus expanded; On the other hand, the industrial system is based on scientific and technological strength, if it is not built on the basis of advanced technology, the integrity of the industrial system is not competitive, it is likely to be squeezed out of the market in global competition, so it cannot maintain integrity. Strategic emerging industries and future industries are important carriers to reflect the advanced nature of industrial system. To maintain and strengthen the integrity of the industrial system, we must vigorously develop advanced industries. The advanced nature of the industrial system is the key to participate in the global industrial division of labor and grasp the initiative of international industrial competition. According to the requirements of high-quality development, the advanced nature of China's industrial system needs to be further improved. It is necessary to further strengthen forward-looking thinking and improve the development level and quality of the industrial system, including upgrading traditional industries with advanced technologies, constantly improving the way of industrial organization to adapt to a series of changes brought about by technological progress, continuously enhancing the international competitiveness of the industrial system, and elevating the industrial height in the process of industrial modernization.

 

Security is the resilience and risk resistance of the industrial system, the inherent requirement of the industrial system to resist super shocks and unexpected risks, and the inevitable requirement for the major economy to seize the initiative of development. At present, China's construction of a modern industrial system is facing a complicated international environment, and the factors of instability and uncertainty are rising. The security of the industrial system is mainly reflected in the full layout of the industrial chain and supply chain in key industrial fields related to the national economy and people's livelihood, the lifeline of the national economy, and national security, so as to achieve strong guarantees and ensure the safe and stable operation of the national economy when the national security faces challenges. In this regard, it is necessary to consider the integrity of the industrial system, especially in the key industrial fields to have a reasonable scale layout, but also to consider the advanced nature of the industrial system, mainly to see the production technology and advanced production organization mode of enterprises in various industrial categories, especially the key industrial fields to be able to provide stable and reliable products or services. In the context of the accelerated evolution and in-depth interaction of the "two big picture" era, we must further strengthen the bottom line thinking, overall development and security, take the maintenance of industrial security as the top priority, give full play to the advantages of the new national system, increase the "bottleneck" technology research, strengthen the construction of the national strategic material reserve system, and increase the training of future industrial talents. Build a safe and resilient modern industrial system, prevent and defuse major risks and extreme shocks, and enhance industrial resilience in the process of industrial modernization.

 

Development foundation and reality gap

 

The modernization of the industrial system is not only reflected in the quality of the industrial development itself and its material support for economic development, but also reflected in the structural proportion, coordination, integration and linkage between industries, as well as the support of the industrial system for other fields of economy and society. After decades of development, China has become the world's largest manufacturing country, the industrial system is complete, complete categories, manufacturing scale ranked first in the world for 13 consecutive years, in the global industrial division of labor system and supply chain system occupies a pivotal position. China also has a very large scale market as a valuable strategic resource, which brings significant advantages of economies of scale, innovative development and impact resistance to industrial development. However, it should also be noted that China still has shortcomings such as insufficient capacity for independent innovation, lagging transformation and upgrading of traditional industries, large resource consumption and pollutant emissions, and prominent problems such as unbalanced and inadequate development. To build a modern industrial system, we must not only fully understand the existing foundation, but also face up to the existing gaps and challenges.

 

First, fully understand the contradiction between the complete industrial system and the weak industrial basic ability. Although China has the world's most complete and largest industrial system, agriculture and service industries have also been fully developed, high production capacity, large scale, but in some segments of the high-end links are not fully developed, low-end overcapacity and high-end supply shortage coexist. The industrial structure is still dominated by the general heavy chemical industry, and the proportion of high-end advanced manufacturing industries such as biomedicine, aerospace, new materials, and integrated circuits is not high. In the case of complex changes in domestic development conditions and international development environment, the lack of items and shortcomings of China's industrial system are easy to be highlighted and amplified, and become a prominent problem restricting the transformation and upgrading of China's industrial security and stability.

 

The second is to fully understand the contradiction between the advanced industrial structure and the weak control of the industrial chain. Under the current evaluation standards, China's industrial structure shows obvious characteristics of upgrading, that is, the proportion of the tertiary industry continues to increase, and the proportion of high-end industries such as modern agriculture, high-end manufacturing, science and technology service industry, software and information technology service industry within the three industries is also rising rapidly. At the same time, we still face the problems of key core technologies being subject to people, lack of original innovation ability, and weak discourse power of industrial standards. Most enterprises in high-end industries are in the middle and low end of the international industrial chain division of labor, lacking control and discourse power over the industrial chain.

 

In addition, China's product quality is not high, the brand influence is not big, the market service ability is insufficient, the utilization rate of resources and the self-sufficiency rate of key mineral products is low, which is not conducive to the construction of a modern industrial system with integrity, advancement and safety.

 

Identify the main direction of development

 

Speeding up the construction of a modern industrial system is not only a long-term task of building a modern socialist country in an all-round way, but also an urgent task of current economic work. We must strengthen strategic planning, focus on key areas, key links, and core issues, adhere to both problem-oriented and systematic thinking, adhere to open development, and adhere to the bottom line thinking, pay attention to system building, but also to raise the level of factors, identify the main direction of building a modern industrial system, and enhance policy guidance and coordination. We introduced a package of solid and effective policy measures in a coordinated manner.

 

First, use systematic thinking, clear the direction of development, and solve practical problems. Compared with the requirements of building a modern industrial system, there are still some problems to be solved in the industrial development of our country. Adhering to the problem orientation is not equivalent to treating the head and foot, but to clarify the direction of industrial system construction and use systematic thinking to fundamentally solve the problems existing in China's industrial development. For example, to solve the problem of insufficient capacity of basic science construction and original innovation in China, we should make overall efforts from the scientific system, industrial system, institutional system, and other aspects, and pull upstream and downstream from original innovation, technology application, product development, etc., not only to improve the new national system to play the core role of large enterprises, but also to use market-oriented means to encourage small and medium-sized enterprises to innovate in science and technology. At the same time, it is also necessary to comprehensively cultivate innovative, application-oriented and skilled talents.

 

Second, adhere to the bottom line thinking, make up for the shortcomings and forge the long board. The current international situation is increasingly unstable and uncertain, and the global industrial development pattern is undergoing profound adjustments. To build a modern industrial system, we should focus on strengthening the weak and forging the long board, ensuring that the industrial system is independent, controllable, safe and reliable, and striving to occupy a favorable position in the layout of the global industrial chain and the international division of labor. China should concentrate its efforts, take a variety of measures to complement the shortcomings of industrial development, make good response plans, and further promote the strong chain to strengthen the chain and stabilize the chain, and improve the resilience and security of the industrial chain. At the same time, it is also necessary to implement a high-level opening up, deeply participate in the global industrial division of labor and cooperation, and promote the construction of a modern industrial system through benign interaction and mutual benefit between China and the rest of the world.

 

Third, we need to make efforts on both sides of supply and demand to expand the development space of the modern industrial system. The imbalance between supply and demand is an important reason why some new technologies and new products in China cannot be quickly broken through. For example, in some major engineering projects, consumers often prefer internationally renowned brands rather than domestic brands, and the market drive for enterprise innovation is insufficient. The problems on the supply side are mainly manifested as that the input and output of factors are difficult to meet the requirements of innovation demand and fill the gap. To act on both sides of the supply and demand, we must not only resolutely implement the strategy of expanding domestic demand and increase the internal driving force and reliability of the big domestic cycle, but also increase investment in factors such as science and technology, human resources, digital resources and capital, increase effective supply and medium - and high-end supply, and make the supply structure more adaptable to changes in demand. We will accelerate the formation of a higher level of dynamic balance in which demand pulls supply and supply creates demand, provide broad space for development in the construction of a modern industrial system, and better withstand risks and meet challenges.

 

Fourth, adhere to overall planning to achieve coordinated development of large, small and medium-sized enterprises in the upstream and downstream of the industrial chain. Enterprise is the microcosmic subject and important carrier of industrial development. Large enterprises play a leading and exemplary role in the national economy and industrial development, and small and medium-sized enterprises with a large number and wide range are an important supporting force for promoting innovation, promoting employment, and improving people's livelihood. Through policy guidance, mechanism building, and platform building, we should promote the comprehensive integration of the innovation chain, industrial chain, supply chain, data chain, capital chain, service chain, and talent chain of large, small and medium-sized enterprises, promote the formation of a coordinated, efficient, integrated, and smooth integration and innovation ecology of large, small and medium-sized enterprises, and effectively support the strengthening of industrial chain and supply chain. We will encourage leading backbone enterprises in the industrial chain to strengthen cooperation with upstream and downstream small and medium-sized enterprises in technology research, production verification, and standard setting, and improve the level of collaborative innovation and integrated development of the industrial chain.
