The report to the 20th National Congress of the CPC reaffirmed that development is the top priority of the Party in governing and rejuvenating the country, and stressed that high-quality development is the top task of comprehensively building a modern socialist country. In the new stage of development, we must comprehensively promote Chinese-style modernization with high-quality development.

Chinese modernization calls for high-quality development

On the basis of a series of development achievements since the founding of the People's Republic of China, especially since the beginning of reform and opening up, the Party and the country have made historic achievements and undergone historic changes in the decade of the new era. They have the comprehensive advantages to accelerate the establishment of a new development pattern, and they have the capability to advance Chinese-style modernization with high-quality development.

High-quality development means adhering to the principle that "development is of Paramount importance". The Third Plenary Session of the 11th CPC Central Committee began a grand process of vigorously promoting reform and opening up with economic construction as the center. China's economy has developed rapidly, the country has gradually become stronger and stronger, and the people have become richer and richer. As socialism with Chinese characteristics has entered a new era, so has the development of Chinese-style modernization. History has shown us a clear truth: if you can develop, don't block it; failure to develop is the greatest insecurity.

High-quality development means adhering to the "economic construction as the center of development". Taking economic development as the central task is our Party's basic line for the primary stage of socialism, and it is also essential for rejuvenating the country. Only by promoting sustained and sound economic development can we lay a solid material foundation for national prosperity, people's well-being, and social harmony and stability.

High-quality development means "people-centered" development. To realize the people's aspiration for a better life is the starting point and ultimate goal of Chinese modernization. To pursue people-centered development, we must take economic development as the central task. Taking economic construction as the center is the premise that people are the center. Only by adhering to economic construction as the center can we create the material foundation for "people as the center".

High-quality development means adhering to the "new concept of development". High-quality development truly reflects the new vision of development, making innovation the primary driving force, coordination the inherent feature, green development the common form, openness the only way to go, and sharing the fundamental purpose. We should shift from quantity to quality pursuit, from scale expansion to structural upgrading, from factor-driven to innovation-driven, and from unbalanced distribution to common prosperity. Shift from high-carbon growth to green development. In short, high-quality development is to shift from the past "whether or not" to the present "good", which is an inevitable requirement for promoting Chinese-style modernization.

Have a deep understanding and grasp of the problems facing Chinese modernization

In the face of the overall strategic situation of the great rejuvenation of the Chinese nation and the complex and changing development environment at home and abroad, comprehensively promoting Chinese-style modernization with high-quality development is an important measure to respond to the situation, foster new opportunities, and open new bureaus, which has prominent urgency.

The problem of unbalanced and inadequate development still exists. There are still many bottlenecks in promoting high-quality development, such as continuously improving scientific and technological innovation capacity, ensuring the reliability of food, energy, industrial and supply chains and preventing financial risks, and overcoming the hard bones of reform in key areas. There is still a large gap in development between urban and rural areas and between regions and in income distribution. We need to effectively solve problems in education, health care and housing for the people.

The understanding of taking economic construction as the central work needs to be further deepened.  This is the fundamental requirement for adhering to the Party's basic line for 100 years, and it is also the fundamental requirement for solving all problems in contemporary China. In particular, the current task of promoting economic development is onerous, and we should firmly recognize that economic construction is the central task.

The capacity for people-centered development needs to be enhanced. By the end of the 14th Five-Year Plan, we need to take solid steps to achieve common prosperity for all people, and by 2035, we need to make more tangible progress in achieving common prosperity for all people, so that the fruits of economic and social development will benefit all people in a more equitable manner, and we will continuously enhance our people's sense of gain, happiness, and security. All these cannot be achieved without high-quality development.

The new development concept needs to be further implemented. The new concept of development is a whole and must be fully understood and implemented. On the one hand, implementing the new development concept does not mean that speed is not a priority. Some people think that high-quality development can slow down the speed, or even low speed to high quality, which is not correct. In order to meet the people's needs for a better life, ensure national security and defuse economic risks, we must have an appropriate pace of economic growth. On the other hand, the implementation of the new development concept must be grasped from a systematic and holistic perspective, and must not be paranoid or frivolous.

Crack the problem of high-quality development with the "six must adhere to"

We must put the people first and make solid efforts to achieve common prosperity. The Chinese-style modernization is a modernization of common prosperity for all the people. Taking economic development as the central task and promoting high-quality development are consistent with taking the people as the center. The socialist modernization led by the Communist Party of China will adhere to its original mission and realize that "production will be aimed at the prosperity of all people."

We must be confident and independent and follow our own path of development. The past achievements of the Chinese style of modernization cannot be separated from the adherence to the "two combinations", proceeding from the national conditions and realities, and liberating and developing productive forces. To continue to advance the cause of Chinese-style modernization, we must adhere to historical experience, be independent and self-reliant. We should not only draw on successful practices at home, but also learn from the useful experience of other countries. While embracing all rivers and rivers and bearing in mind the world, we should also be confident and down-to-earth, keep development security and future in hand, and embark on our own path of modern development.

We must adhere to the principle of innovation and give full play to the advantages of institutions and governance. We should further emancipate our minds, seek truth from facts, and dare to do things boldly. We should abolish bureaucracy and formalism and deepen reform of the socialist market economy. We will unswervingly consolidate and develop the public sector of the economy, unswervingly encourage, support and guide the development of the non-public sector of the economy, and promote the growth of the private sector. We will speed up the reform of state-owned enterprises, accelerate strategic adjustment and distribution, and build world-class enterprises.

We must stay problem-oriented and focus on deep-seated problems. At present, it is necessary to improve macroeconomic policies and rally people to improve market expectations. We will increase the activity of market entities and promote the income of urban and rural residents. Accelerate the development of digital technology and digital economy to seize the commanding heights of international competition; Build a market-oriented, rule-of-law, international business environment, and build a high-standard market system... All sides should carry forward the spirit of "four thousand" : travel thousands of mountains and rivers, speak thousands of words, try every means, eat untold hardships, and create a new track, a new form and a new model of China's economic development.

We must adhere to a systematic approach and advance reform and development in a comprehensive and systematic way. Forward-looking thinking, overall planning, and holistic progress are the inherent requirements of comprehensively deepening reform, and are also the call of the era of Chinese-style modernization. We will raise total factor productivity, promote effective qualitative improvement and reasonable quantitative growth of the economy, and achieve per capita GDP at the level of moderately developed countries. To achieve a high level of scientific and technological self-reliance, into the forefront of the world's innovative countries; Improve the resilience and security of industrial and supply chains, accelerate the formation of a new development pattern, and build a modern economic system. Promote green and low-carbon transformation, and achieve a steady decline in carbon emissions after peaking. We must keep the world in mind and continue to deepen opening-up. The Chinese-style modernization is a modernization that follows the path of peaceful development, embodies inclusiveness and openness, and is committed to building a community with a shared future for mankind. We should rely on the advantages of China's ultra-large scale market, attract global factor resources with domestic circulation, enhance the linkage effect of two resources in both domestic and international markets, and improve economic competitiveness and discourse power. We will continue to deepen opening up to the outside world, promote institutional innovation, and shift from a fluid opening up based on the free flow of goods and factors of production to a rule-based institutional opening. We will promote the development of pilot free trade zones and the Hainan Free Trade Port and be at the forefront of the era of greater opening up.
