The recently held national State-owned Enterprise reform deepening and upgrading action mobilization deployment teleconference proposed that to serve the national strategy as the guidance, to improve core competitiveness and enhance core functions as the focus, to solidly promote the reform of state-owned enterprises deepening and upgrading action.

The three-year SOE reform campaign came to an end last year, achieving its main goals and tasks. However, we must also see that some deep-seated institutional barriers restricting the development of state-owned enterprises still need to be further cracked. At the same time, the reform and development of state-owned enterprises are facing new situations and new tasks. The 20th CPC National Congress drew up a blueprint for comprehensively building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation through Chinese-style modernization. On the new journey, state-owned enterprises must adapt to the requirements of Chinese-style modernization and shoulder new missions and responsibilities.

There is no end to development and reform. To deepen the reform of state-owned assets and state-owned enterprises, we must resolutely implement the decisions and arrangements of the Party Central Committee and The State Council and firmly grasp the right direction. Keep in mind that the overall goal is to unswervingly strengthen state-owned capital and state-owned enterprises, adhere to and strengthen the Party's overall leadership over state-owned enterprises is the general principle, and actively serve the country's major strategies is the general requirement.

Focusing on the needs of the country is the clear orientation of deepening and upgrading the reform of state-owned enterprises. From the perspective of the relevant deployment of the meeting, among the five important measures, the first three directly serve the major strategic needs of the country, corresponding to "better service to achieve high-level science and technology self-reliance", "better service to build a modern industrial system", and "better service to ensure national strategic security". This requires state-owned enterprises to be "the biggest of the country", dare to be good at acting, firmly be the national team of scientific and technological innovation, the leader of industrial development, and the ballast for maintaining safety. We should take scientific and technological innovation as the fundamental, industrial control as the key, and security support as the bottom line to better serve the overall cause of the Party and the country.

Improving core competitiveness and enhancing core functions are the two key points of the deepening and upgrading of the reform of state-owned enterprises, and we must adhere to the problem-oriented and goal-oriented continuous efforts.

Competitive enterprises are the micro foundation of high-quality development. Excellent enterprises with core competitiveness not only have market competitiveness, but also provide strong internal driving force for economic development. Some state-owned enterprises are still too big but not strong. Greater efforts should be made in the areas of science and technology, efficiency, talents and brands to continuously improve their ability to innovate and create value. Further deepen reform, speed up the improvement of modern corporate governance of state-owned enterprises with Chinese characteristics, and truly operate according to market-oriented mechanisms.

To enhance core functions, we should promote state-owned enterprises to highlight their main business, focus on industry, and better play the leading role and strategic support role of the state-owned economy. Its focus is to optimize the layout, adjust the structure, consolidate the control position of the state-owned economy in important industries related to national security and the lifeline of the national economy, increase the construction of the innovation capacity system and the layout of strategic emerging industries, and improve the guarantee ability of the public service system.

One point of deployment, nine points of implementation. On the basis of consolidating the achievements of the three-year action on the reform of state-owned enterprises, we should take advantage of the momentum to promote the deepening and upgrading of the reform of state-owned enterprises, and promote the reform and development of state-owned enterprises to a new level with greater efforts and more concrete measures, and make greater contributions to the construction of a new development pattern and the promotion of high-quality development.
