China's economy has shifted from a stage of rapid growth to a stage of high-quality development. The report of the 20th National Congress of the Communist Party of China pointed out that "high-quality development is the primary task of comprehensively building a modern socialist country", and "realizing high-quality development" as one of the essential requirements of Chinese-style modernization.  Achieving high-quality development is the unification of the history, practice and theory of China's economic and social development, and the fundamental path to a new journey to fully build a modern socialist country and achieve the second centenary goal.

Clarify the importance, necessity, and urgency

As socialism with Chinese characteristics has entered a new era, China's development model needs to evolve in response to The Times and trends. The transition from a stage of high-speed growth to a stage of high-quality development is the inevitable result of adapting to the development requirements of the new era and new stage. The proposal of high-quality development is not an expedient measure, nor is it a whim, nor is it an emergency strategy, but it is to meet the objective requirements of the transformation of old and new growth drivers. To promote high-quality development, we must fully grasp the importance, necessity and urgency of high-quality development.

First, we must deeply grasp the importance of high-quality development. High-quality development is the primary task for comprehensively building a modern socialist country. This is a fundamental, overall and long-term major strategic judgment made on the basis of an analysis and summary of the general laws of modernization in other countries and China's practical experience in modernization, and in light of the changes in China's development stage, development environment and development conditions. High-quality development is not simply adding the word "high-quality" to the front of development. The reason for this must, and will, be made clear in its importance.

Second, we must deeply grasp the necessity of high-quality development. High-quality development is a necessary condition and factor for achieving the goal of becoming a modern country. Without high-quality development, there can be no talk of building a strong country, let alone achieving national rejuvenation. High-quality development is not only an economic requirement, but a general requirement for all aspects of economic and social development. High-quality development is the fundamental way to solve the major problems in society, improve the people's quality of life, and promote social equity and justice. It has a direct bearing on everyone's better life and the building of a beautiful China.

Third, we must grasp the urgency of high-quality development. A boat sailing against the current will fall back if it does not advance. China's development stands at a new historical starting point. To avoid making subversive mistakes in this unprecedented cause, we must grasp The Times and lead The Times in high-quality development. The answers to many current problems and the cracking of difficult problems are closely related to high-quality development. At this stage, China's production function is changing, the factor conditions of economic development, combination mode, allocation efficiency has changed, facing a significant increase in hard constraints, the constraints of resources and environment are getting closer to the upper limit, carbon peak carbon neutralization has become an important framework for China's medium and long-term development, high-quality development and scientific and technological innovation have become the process of seeking the optimal solution under multiple constraints. As we enter a new stage of development, the people have greater aspirations for a better life. They have greater aspirations for employment, income distribution, education, social security, medical care, housing, elderly care, and child care, and they all need high-quality development.

Grasp the profound connotation and important characteristics

What is high-quality development? High-quality development means development that embraces a new stage of development, implements a new vision of development, and builds a new pattern of development. It means development that is self-reliant in science and technology and driven and guided by innovation. It means development that ADAPTS to changes in the principal contradiction facing Chinese society and constantly meets the people's needs for a better life. Taken together, high-quality development has a series of important characteristics.

First, the character of the people. High-quality development means development that can meet the people's ever-growing needs for a better life. It is development that is for the people, by the people and shared by the people. The principal contradiction facing Chinese society has evolved into the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life. To better meet the people's ever-growing needs for a better life, we must promote high-quality development. We must pay attention to quantitative development, but more importantly, we must solve the problem of quality, and achieve effective quantitative growth while significantly improving quality, so as to bring more sense of gain, happiness and security to the people.

The second is coordination. High-quality development reflects the coordination between regions and departments, and is the coordination and unity of "quality" and "quantity". Unbalanced and inadequate development is the direct manifestation of the low quality of development. High quality not only reflects the speed of development, there is no high-quality development without a certain speed, but also reflects the quality of development. Therefore, development must adhere to the principle of seeking progress while maintaining stability, we must base ourselves on the overall situation, grasp the fundamentals, see long-term trends clearly, and follow economic laws. We must firmly establish a correct view of our achievements, not simply regard GDP growth rate as a hero, not be swayed by fluctuations in short-term economic indicators, unswervingly implement the strategy of innovation-driven development, and promote the realization of effective qualitative improvement and reasonable quantitative growth of the economy. We will continue to enhance economic competitiveness, innovation and resilience.

Third, sustainability. High-quality development must be sustainable development.  Today, China's economic strength, scientific and technological strength, overall national strength has jumped to a new level, stepping on a higher quality, more efficient, fairer, more sustainable and safer development road, sustainable development features are more obvious, with the domestic cycle as the main body, the domestic and international cycles mutually reinforcing a new pattern of development, from an economic power to the pace of steady and strong economic power.

Ideas determine the direction, thought determines action. The new vision of innovative, coordinated, green, open and shared development is an important guideline for achieving high-quality development. High-quality development is development that reflects the new development concept. We must adhere to the unity of innovative, coordinated, green, open and shared development, make innovation the first driving force, coordination the internal feature, green the common form, openness the only way, sharing the fundamental goal, and promote the quality, efficiency and driving force of economic development.

Grasp the methodology for promoting high-quality development

High-quality development is the main theme of China's economic and social development in the 14th Five-Year Plan period and even longer, which is closely related to China's socialist modernization drive. We must continue to take high-quality development as the theme, correctly grasp the methodology for promoting high-quality development, adhere to the development position of putting the people first, fully grasp the dialectical unity between quality and speed, fully, accurately and comprehensively implement the new development philosophy, and promote steady and sustained economic development in China.

We should put the people first in development. The nature of the people is the essential attribute of Marxism, and the creative practice of the people is the inexhaustible source of theoretical innovation. Meeting the needs of the people is the fundamental purpose of socialist production and the fundamental force for promoting high-quality development. To achieve high-quality development, we must put the people first as our fundamental development stance. In pursuing high-quality development, we must firmly hold the people's position, grasp their aspirations, respect their creativity, pool their wisdom, always keep the fundamental interests of the vast majority of the people in mind, unswerving in improving people's well-being, and closely combine high-quality development with meeting the people's needs for a better life. Adhering to ecological priority, promoting high-quality development, and creating high-quality life organically combine and complement each other.

We must deeply grasp the dialectical unity of quality and speed. Materialist dialectics holds that quantitative change is the increase or decrease in the quantity of things, qualitative change is the fundamental change of things, quantitative change is the preparation for qualitative change, and qualitative change opens the way for new quantitative change. Any quality is linked to a certain speed, quality and speed are two sides of economic development, the unity of opposites. In the new development stage, the rational logic of sustainable economic operation is to coordinate quality and speed, and the key to promote high-quality development is to find the "balance point" between the two on the premise of putting quality in a priority position, and pursue higher quality and more efficient development.

In order to fully grasp the scientific methodology for promoting high-quality development, we must learn and master the fundamental methods of materialist dialectics, constantly enhance our ability to think strategically, historically, dialectically, systematically, innovatively, legally, and bottom-line, and improve our ability to navigate complex situations and deal with complex problems.
