On July 7, a symposium of major Party and government leaders from the Beijing-Tianjin-Hebei region was held in Beijing. The relevant responsible comrades of Beijing said that they will unswervingly remove non-capital functions, promote greater breakthroughs in the construction of Beijing's "new two wings", jointly create a power source that leads the country's high-quality development, accelerate the construction of a modern capital metropolitan area, promote balanced regional development, and constantly improve the people's sense of gain, happiness, and security. We will strive to promote the coordinated development of Beijing, Tianjin and Hebei to a new level, and work together with Tianjin and Hebei to draw a new picture of a pilot zone and a demonstration zone for Chinese-style modernization.

In recent years, Beijing has reduced the amount and improved the quality of non-capital functions, strictly controlled the increase of non-capital functions at the source, formulated and implemented a list of prohibitions and restrictions on new industries, and refused to handle more than 24,400 new establishment or change registration businesses. The use of the demolition space to afforestation about 9,000 hectares, the construction and improvement of more than 7,700 convenience service outlets, to achieve the goal of reducing the permanent population of the six districts of the city by 15% compared with 2014, urban and rural construction land reduction of 120 square kilometers, becoming the first megacities in the country to reduce development.

To speed up the construction of the "new two wings", the three school projects that Beijing supports the construction of Xiongan New Area have been completed and delivered, and will open in September, and the hospital project will be completed and delivered in September. Beijing City sub-center to maintain an annual investment intensity of 100 billion yuan, the urban framework has basically taken shape, the first batch of municipal organs smoothly moved into the sub-center, the second phase of the administrative office area into the final phase of construction, the start of relocation before the end of the year. Tongzhou District and the northern three counties have accelerated the construction of an integrated high-quality development demonstration zone, with 10 cross-border roads.

Beijing is speeding up efforts to make breakthroughs in the four major areas of transportation, ecology, industry and public services in the Beijing-Tianjin-Hebei region. The "Beijing-Tianjin-Hebei Region on the track" is taking shape at a faster pace, and a comprehensive transport network with multiple nodes and full coverage has been completed. The coordinated ecological governance of the Beijing-Tianjin-Hebei region has achieved remarkable results, and the green territory of blue sky, clear water and pure land has been continuously expanded. In 2022, the average PM2.5 concentration in the Beijing-Tianjin-Hebei region will drop by more than 60 percent from 2013. The level of scientific and technological innovation and industrial integration has continued to improve, and the construction of the Beijing International Science and Technology Innovation Center has been accelerated. Zhongguancun enterprises have set up more than 9,700 branches in the Tianjin-Hebei region, and the total value of technology contracts from Beijing to the Tianjin-Hebei region has exceeded 220 billion yuan. Positive progress has been made in the joint construction and sharing of public services, and more than 200 primary and secondary schools and kindergartens in Beijing and Tianjin have launched cross-regional cooperation in running schools with 273 schools in Hebei. More than 4,900 designated medical institutions in the Beijing-Tianjin-Hebei region have achieved direct settlement of hospital expenses across provinces.

In the next step, Beijing will unswervingly remove non-capital functions, continue to take the new Beijing urban Master Plan as the guide, firmly adhere to the "four center" capital city strategic positioning, and improve the level of "four services". Strictly control the increase of non-capital functions, strictly implement the prohibition and restriction list of new industries, and play a "combination of relaxation and rectification" to promote promotion.

In promoting the construction of Beijing's "new two wings", it will give full play to the advantages of Beijing and Tianjin's scientific and technological resources, support the development of innovative resources layout in line with the functional positioning of Xiongan New Area, and promote the operation of Zhongguancun Science Park in Xiongan New Area. At the same time, deepen the exchange and cooperation and linkage development of Xiongan New Area and Beijing urban sub-center, build a high-level urban sub-center, accelerate the relocation of the second batch of municipal administrative institutions into the urban sub-center, and accelerate the formation of an industrial cluster that meets the functional positioning of the urban sub-center.

In terms of strengthening collaborative innovation and industrial cooperation, we will accelerate the construction of the Beijing International Science and Technology Innovation Center and high-level talent highland, and create an important source of China's independent innovation and the main source of original innovation. We will deepen regional industrial cooperation, jointly build a modern industrial system supported by the real economy, explore and promote the coordinated development of the Beijing-Tianjin-Hebei Free Trade Area, and jointly optimize the regional business environment.

Accelerating the construction of a modern capital metropolitan area is an important support for building a world-class urban cluster of Beijing, Tianjin and Hebei. Beijing will promote regional infrastructure connectivity, consolidate and upgrade the "Beijing-Tianjin-Hebei region on track", strive to build a world-class airport cluster and port cluster in the Beijing-Tianjin-Hebei region, and promote the interconnected development of Beijing's air and land ports and its seaports. Promote the formation of a commuter circle around Beijing, a Beijing-Tianjin-xiong functional circle, and a nodal city industrial circle.

Beijing will also give play to the high-end leading role of Beijing and Tianjin, sing the "tale of two cities" in the new era, and strive to combine Beijing's scientific and technological innovation resources with Tianjin's advanced manufacturing research and development advantages. We will strive to promote balanced regional development and deepen high-level cooperation between Beijing and Tianjin and Hebei. At the same time, we will continue to enhance the people's sense of gain, happiness and security, strengthen joint prevention and control of the ecological environment, fight hard to prevent and control pollution, and protect blue skies, white clouds, clear waters and green mountains.
