Building a modern industrial system is an inevitable requirement for promoting high-quality development, and it is also an urgent need to win the initiative of great power competition. The first meeting of the 20th Financial and Economic Commission of the CPC Central Committee required the promotion of industrial intelligence, green, integration, and the construction of a modern industrial system with integrity, advanced nature and safety.

A complete industrial system and strong supporting capacity are a major advantage of our economy. China has 41 industrial categories, 207 industrial categories, 666 industrial subcategories, is the only country in the world with all the industrial categories in the United Nations industrial classification, the scale of manufacturing ranked first in the world for 13 consecutive years, in the global industrial division of labor system and supply chain system occupies a pivotal position. China also has a very large scale market as a valuable strategic resource, which brings significant advantages of economies of scale, innovative development and impact resistance to industrial development.

The integration of industrial system is an important feature and development trend of modern industrial system. Modern industrial system is a complex ecosystem with organic links and complementary functions. From the perspective of resource factors, the performance is to promote the deep integration of innovation chain, industrial chain, capital chain and talent chain; From the perspective of industrial structure, it shows that the first, second and third industries, the upper, middle and lower reaches, large and small enterprises should develop in high quality; From the perspective of spatial layout, it is manifested in giving full play to the comparative advantages of various regions, forming a regional economic layout with complementary advantages and high-quality development.

At present, China's industrial development has made great achievements, but the manufacturing industry is still large but not strong, complete but not fine, wide but not deep; The link between the middle and lower reaches of the industrial chain is not enough, and there are problems of regionalization and fragmentation. The level of development of the modern service industry is not high, and the integration with agriculture and manufacturing is not enough. To accelerate the construction of a modern industrial system supported by the real economy, we need to maintain and enhance the advantages of a complete industrial system and strong supporting capacity, promote a high degree of synergy between industrial categories, between regions, between large, small and medium-sized enterprises, and between upstream and downstream links, and better release the comprehensive benefits of industrial networks.

Forming a good pattern of integrated development of the three industries. Smooth economic circulation requires orderly and efficient links among industries. At present, the new round of scientific and technological revolution and industrial transformation are advancing by leaps and bounds, the global industrial structure and layout are being deeply adjusted, and the cross-disciplinary integration of cutting-edge technologies is becoming more and more obvious. We should follow the trend of technological revolution, industrial transformation and consumption upgrading, promote the deep integration of modern service industries with advanced manufacturing and modern agriculture, plan the development of various producer services around the full life cycle of industries, and plan the development of various consumer services around the full life cycle of people, so as to form a virtuous cycle in which production and services reinforce each other. We will promote the deep integration of cloud computing, big data, blockchain, artificial intelligence and other digital technologies with traditional industries, and improve the overall quality and efficiency of the industrial system.

We will promote integrated innovation among middle, downstream, large, small and medium-sized enterprises in the industrial chain. Large enterprises play a leading and exemplary role in the national economy and industrial development, and small and medium-sized enterprises with a large number and wide range are an important supporting force for promoting innovation, promoting employment, and improving people's livelihood. Through policy guidance, mechanism building, and platform building, we should promote the comprehensive integration of the innovation chain, industrial chain, supply chain, data chain, capital chain, service chain, and talent chain of large, small and medium-sized enterprises, promote the formation of a coordinated, efficient, integrated, and smooth integration and innovation ecology of large, small and medium-sized enterprises, and effectively support the strengthening of industrial chain and supply chain. We will encourage leading backbone enterprises in the industrial chain to strengthen cooperation with upstream and downstream small and medium-sized enterprises in technology research, production verification, and standard setting, and improve the level of collaborative innovation and integrated development of the industrial chain.

We will strengthen coordination and interaction among regions. At present, some regions are struggling to develop similar industries, resulting in homogeneous competition and overcapacity. We must adhere to the principle of "national chess game", deepen reform and improve mechanisms for regional strategic coordination and integrated market development, optimize the layout of domestic industrial chains, improve mechanisms for trans-regional industrial transfer, and promote the orderly transfer of key industries at home and abroad. We will accelerate the formation of joint forces to promote high-quality industrial development and build a modern industrial system.
