Building a new development pattern is a strategic layout and a pre-emptive move to grasp the initiative of future development, the most essential feature of which is to achieve a high level of self-reliance. This provides scientific guidance for us to promote the development of high level science and technology self-reliance. At present, the international situation is becoming more unstable and uncertain. Global industrial and supply chains are facing restructuring. Scientific and technological innovation has become a major battlefield in the international strategic game, and competition around the commanding heights of science and technology is fiercer than ever. The report of the Party's 20th National Congress set the goal of "achieving self-reliance and self-improvement in high-level science and technology and entering the forefront of innovative countries" by 2035. To accelerate the realization of self-reliance and self-improvement in high-level science and technology, we must strengthen the position of enterprises as the principal players in science and technology innovation, accelerate the transformation of government functions in science and technology management, create a sound innovation ecology, and stimulate the vitality of innovation entities.


We will strengthen the dominant position of enterprises in scientific and technological innovation. Enterprises are closest to the market, responsive to the market demand, and have a strong desire to adapt to the market demand for innovation. In the new era, the main position of Chinese enterprises' scientific and technological innovation is increasing, and the factors of innovation are accelerating to the convergence of enterprises. The number of high-tech enterprises increased from 49,000 to 330,000; Enterprises accounted for over 76 percent of the total investment in R&D. In 2021, nearly 80% of the national key R&D programs were led or participated by enterprises. At present, the new round of scientific and technological revolution and industrial transformation is gaining momentum, and the integration of science and technology with economic and social development is accelerating. Our country has entered a new stage of development and is speeding up the construction of a new development pattern. The development of enterprises, industrial upgrading and high-quality economic development should all rely more on independent innovation. We should support the leading role of key scientific and technological enterprises, guide market demand through investment and financing, research and development, evaluation and other links, establish multi-level and diversified investment and financing mechanisms and talent introduction and training mechanisms, and guide the concentration of innovation factors to enterprises. We will support leading enterprises in integrating research institutes and institutions of higher learning to establish innovative consortiums. We will improve the financial system for supporting innovation, give full play to the role of the growth Enterprise Board, the Science and Technology Innovation Board, and the New Third Board in supporting innovation, and promote the allocation of all types of capital to innovation activities.


We will accelerate the transformation of the government's functions in managing science and technology. Our science and technology teams contain great potential for innovation. The key is to unleash this potential effectively by deepening the reform of the science and technology system, and to do a good job in adding and subtracting the reform of science and technology management, eliminating cumbersome and outdated institutional obstacles, and increasing the dynamic vitality of innovation and creation. We should work with greater courage to accelerate the transformation of government functions in science and technology management, focus on strategy, reform, planning and services, and allow government departments to focus more on formulating strategies, guidelines and policies and providing better services, so as to create a favorable environment and provide basic conditions for millions of scientists and market players and give full play to their organizational and coordination roles. We will strengthen research and deployment on fundamental and global scientific issues, pool our elite forces, make strategic arrangements, strengthen leadership and guidance over major research projects, and encourage innovators to make greater efforts in key areas and "bottleneck" technologies. We will integrate the system of government funding for scientific research, focus on key areas of strategic importance, and change the state of fragmented, small and scattered departments. We will strengthen the results-oriented approach, streamline the management process of scientific research projects, reform the mechanisms for the initiation and implementation of major scientific and technological projects, give more autonomy to universities and research institutes, and give more decision-making power over technological routes and the right to use funds to leading innovation talents.


We will foster an open and innovative ecosystem with global competitiveness. At present, China has begun to take the lead in some frontier fields. Its scientific and technological strength is moving from quantitative accumulation to qualitative leap, and from point breakthrough to systematic capability improvement. Next, we need to create a better ecological environment for scientific and technological innovation, so that scientific and technological innovation results can emerge continuously. One important aspect is to improve a new type of nationwide system under the socialist market economy, give full play to the role of the state as a major organizer of scientific and technological innovation, support long-term, high-risk, difficult, and promising strategic scientific plans and projects, focus on the systematic layout, organization, and cross-boundary integration, and bind the forces of the government, the market, society and other sectors into a single line. We will increase long-term and stable support for basic research and promote the integrated development of basic research, applied research and industrial development. We will establish an organizational and operational mechanism for collaborative research, efficiently allocate scientific and technological strength and innovation resources, and strengthen cross-field and cross-disciplinary collaborative research to form a strong synergy in tackling key and core technologies. We will innovate mechanisms for the commercialization of scientific and technological achievements, give play to the dominant role of enterprises and the coordinating role of the government, promote the synergy of factors such as capital, technology, application and market, and open up the innovation and value chains of industry, universities and research institutes. We will create a sound ecological environment for talent innovation, draw on talents from all over the world, and establish a scientific and technological talent evaluation system that is oriented by innovation value, ability and contribution, so as to fully stimulate the enthusiasm, initiative and creativity of scientific and technological personnel. We will take an active part in global science and technology governance, contribute Chinese wisdom and solutions, and shape the cultural concept of science and technology for the betterment of mankind.
