The digital transformation of State-Owned enterprises was accelerated

In the recent held to "digital enabling technology to fight the epidemic" as the theme of the "state assets forum" (cloud forum) series of activities, the central Enterprise digital development Institute vice president Yu Zhaoqiang revealed that 71 central enterprises have built more than 150 high-level industrial Internet platforms, key equipment connection rate of more than 50%. "Data is becoming a new value carrier that can be priced, transferred and realized among enterprises."

In the tide of digital economy, digital transformation is no longer an "elective course" for enterprises, but a "required course" for the survival and long-term development of enterprises. In order to encourage State-Owned enterprises to give full play to the backbone of high-quality economic development and further promote the vigorous development of China's digital economy, sasAC issued the Notice on Accelerating the Digital Transformation of State-Owned Enterprises as early as August 2020, making comprehensive arrangements for promoting the digital transformation of State-Owned enterprises. For state-owned enterprises to promote digital transformation work sounded a new horn.

State-owned enterprises are the pillar of China's economic and social development, the national team, shoulder the important responsibility of promoting economic development and enhancing social value, state-owned enterprises need to play a leading role in the new round of scientific and technological revolution and industrial transformation, become the vanguard of promoting digital and intelligent upgrading. "There are some problems in the transformation process of digital intelligence of Chinese enterprises, such as late start and uneven level. Many small and medium-sized enterprises cannot support the demand of digital intelligence because of low investment." In the opinion of Wang Yong, president of high-end BG of Yonyou Network Technology Co., LTD., central enterprises have large volume and wide business coverage, so digital-intelligence transformation can give full play to their role as "chain master", empower upstream and downstream smes, and improve the digital-intelligence transformation level of the whole industrial chain.

"Take Datang Group's digitally-intelligent transformation as an example. The datang e-commerce platform contracted by Yonyou not only helps Datang Group further reduce procurement costs, improve procurement efficiency and fine management level, but also transforms the platform from a service group to a service society, from online to digitally-intelligent, and optimizes the collaborative ecology of supply chain. Through this platform, Datang Group has given full play to the leading role of central enterprises and achieved the common improvement of control efficiency, economic benefits and social benefits." Mr. Wang said.

In the process of enterprise digital transformation, state-owned enterprises, especially central enterprises, generally regard digital transformation strategy as one of the important contents of business planning during the "14th Five-Year Plan" period, and digital ability has also become an important indicator to measure the effect of state-owned enterprise reform. After the column of "Chief Executives talking about digital transformation" was opened on the website of SASAC, dozens of chief executives of central soes, including China Datang, China Huaneng, China General Nuclear Power Corporation, State Grid, etc., published articles on the practice and exploration ideas of enterprises' digital transformation, and some central soes revealed their digital transformation roadmap. Central enterprises such as China Resources Group and China Construction Technology Group have set up digital technology companies to support digital transformation and upgrading within the group on the one hand, and provide digital services externally on the other.

Although state-owned enterprises have made continuous progress in digital transformation, from the overall situation, there are great differences in the progress of digital transformation in different industries. Deloitte's report shows that the Internet, telecommunications and media information industries have a high level of digitization, while traditional industries such as automobiles, electric power, machinery, oil and gas, and chemicals, where state-owned enterprises are concentrated, are still at the starting point of digital transformation or key nodes of enterprise transformation and development.

Tencent, a senior fellow at the institute NiuFuLian believe that most of the current state-owned enterprises has already started to try digital transformation, in different degree, but due to the digital transformation is not only the local information technology accumulation in state-owned enterprises, and the need to carefully consider the business, management, talent, technology and other aspects of digital integration, coupled with large scale and complex system in state-owned enterprises, Moreover, it is an arduous task to promote the overall cooperative transformation of state-owned enterprises.

Wang Yong said that there are two major challenges in the digitalization transformation of central and state-owned enterprises. On the one hand, in the traditional informationization stage, central and state-owned enterprises rely more on international manufacturers, and now they are faced with problems and difficulties of autonomy and control. On the other hand, in the process of digital-intelligence transformation, the hardware foundation and cloud platform construction of state-owned enterprises have been initially in place. It is also difficult to construct the above applications based on such advanced technical architecture and reconstruct the business model and business scenes based on the enterprise development strategy.

In Wang Yong's opinion, in the process of digital-intelligence transformation, state-owned enterprises and other large enterprises need a set of solutions that can meet the dual needs of stability and agility. "We build a platform for business innovation through a new generation of digital intelligence technology. Based on the cloud native architecture, it meets the hybrid cloud deployment requirements of large enterprises, such as state-owned enterprises and central enterprises, and can realize cross-cloud shuttle from cloud to cloud. To meet its flexible business innovation, but also to achieve autonomy and control and security requirements." Mr. Wang said.

For business and application innovation, Lu Feng, deputy director of electronic Information Research Institute of SaEDI Research Institute of the Ministry of Industry and Information Technology, suggested that the core of enterprise digital transformation is to use information technology to comprehensively promote business remodeling and business type innovation, so as to better adapt to the needs of economic and social digital operation and development. In accordance with the requirements of digital operation, we will accelerate the flat management of enterprises and enhance the capability of business digitalization, networking and intelligent service. We will actively promote innovation in business forms, promote in-depth integration of 5G, the Internet, big data, artificial intelligence and business, and enhance customers' ability to connect, provide network services, gain insight, and operate in an intelligent manner.
