"Adhering to the system concept" provides a fundamental ideological and methodological basis for releasing the vitality of scientific and technological innovation, giving full play to the driving force of scientific and technological innovation, accelerating the development of scientific and technological innovation, and realizing the self-reliance and self-improvement of science and technology in the new development stage and new development pattern. Therefore, we should follow the basic principles of system theory and plan the reform and innovation of science and technology system from the perspective of grasping system characteristics.


Pay attention to the dynamics of the system, strengthen forward thinking. As a moving organism, dynamic or time-varying system is its basic characteristic. Scientific development, technological innovation and industrial revolution are a dynamic process of constant change. Scientific theories, research paradigms, industrial processes, organizational models and rules and regulations are all time-bound. This requests us to strengthen the proactive thinking, take the initiative to comply with development trend of world science and technology revolution, strengthen scientific insight, cognitive, innovative, forward-looking design, layout in advance, to win new advantages, conquers the highest position in the future of science and technology innovation and development, the courage to challenge the forefront of scientific problems, put forward more original theories, make more original discovery, Efforts should be made to achieve more "zero-to-one" breakthroughs, achieve leapfrog development in important scientific and technological fields, lead the world in a new direction of scientific and technological development, and grasp the strategic initiative of a new round of global scientific and technological competition.


Pay attention to the integrity of the system, strengthen the overall planning. Integrity or global is the primary point of view of system theory, which requires that when recognizing and dealing with problems, we must focus on the whole of things to prepare for the whole situation, and take the overall benefit and function optimization as the fundamental destination and starting point. In making scientific and technological innovation, we need to focus on the five-sphere integrated plan and the four-pronged comprehensive strategy and develop a top-level design and an overall framework. Focus on solid foundation, advantages, short apron, strength, speed up the completion of science and technology management system and management ability, to explore and optimize decision-making command, organization and management, talent incentive mechanism, market environment, etc, system innovation, the ability to build strong, fully functional, civil-military integration, efficient resource allocation of national innovation system.


We will focus on systematic coordination and strengthen overall progress. The synergization of the system is also called relevance and correlation, which shows the nature of coordination and cooperation of all elements of the system in the process of overall development and operation. Innovation is a systematic project. The innovation chain, industrial chain, financial chain and policy chain are intertwined and supported by each other. We need to make rational and coordinated arrangements for scientific and technological forces at all levels, promote collaborative innovation among institutions, enterprises, universities and research institutes, and teams of people, so that institutions, personnel, facilities, funds, and projects are fully energized, and form a strong synergy for scientific and technological innovation. We should properly balance the relationship between the government and the market, optimize the allocation of scientific and technological resources, and establish a system of technological innovation in which enterprises play the leading role, the market plays the leading role, and enterprises, universities and research institutes are deeply integrated. We will strengthen the leading role of enterprises in innovation, support them in leading the formation of innovation consortiums, and promote integrated innovation among enterprises up, middle and downstream of the industrial chain, as well as large, medium and small enterprises.


Pay attention to the openness of the system, and coordinate the domestic and international overall situation. The system can be divided into closed system and open system. Once the system is closed, it will be silent. This requires us to implement a more open, inclusive and mutually beneficial strategy of science and technology cooperation at the international level, carry out multi-tiered and wide-ranging science and technology exchanges and cooperation with major innovative countries, and actively participate in and build multilateral science and technology cooperation mechanisms. Make good use of both international and domestic resources to make China a broad stage for global science and technology opening and cooperation. Science and technology should benefit all mankind. Scientists of all countries should pool their wisdom, build consensus and promote cooperation so that scientific and technological innovation will bring more benefits to people of all countries. Chinese scientists should be deeply involved in global innovation governance, focus on major scientific and technological issues concerning global sustainable development, and promote the building of a community with a shared future for mankind.


Pay attention to system mutability, overall plan development and safety. Development brings change to the system, and change means it may bring mutability and risk to the system. Science and technology security is an important component of national security, the source of strength and logical starting point for supporting and ensuring security in other areas, and the material and technological foundation for shaping national security with Chinese characteristics. Only when core technologies are in our own hands can we truly take the initiative in competition and development and fundamentally ensure China's economic security, national defense security and other security. This requires us to speed up our capacity for independent innovation, safeguard our own security through science and technology, and provide strong scientific and technological support for safeguarding China's sovereignty, security, and development interests.
