Beijing, Jan. 18 (Xinhua) -- "The three-year campaign to reform state-owned enterprises (SOE) has achieved a series of important results, which has become a highlight of comprehensively deepening reform." Weng Jieming, deputy director of The State Council's Office of state-owned Enterprise Reform Leading Group, sasAC Party committee member and deputy director, said. The Office of The State Council leading Group on SoE reform held a special promotion meeting for the three-year soE reform on Monday.


The year 2022 is the crucial year and the final year of the three-year campaign of soE reform. Weng Jiaming said that in 2022, the three-year action of state-owned enterprise reform should be locked and high-quality to complete key tasks, strengthen weak points and weak items, to achieve effective reform, achieve stable and institutionalized reform results, to ensure a comprehensive victory.


In 2021, central government enterprises, local State-owned Assets supervision and Administration Commissions (SASAC) and local soes conducted wall charts and stop-watch operations, achieving the annual target of 70 percent of the three-year reform tasks, and making a series of important progress in the current stage.


According to sasAC data, by the end of 2021, central enterprise groups and important subsidiaries, local level enterprises and important subsidiaries had all completed the drafting of the list. The percentage of outside directors at the subsidiaries of central and local soes was 99.3 percent and 94.2 percent, respectively. All units should focus on the following six key tasks in light of actual conditions:


First, promote the unity of strengthening party leadership and improving corporate governance, and effectively improve the quality of board construction and operation. Second, we will focus on improving efficiency to stimulate vitality and encourage all market-based measures to take deeper and more concrete steps. Third, we need to make incentives for scientific and technological innovation more targeted and powerful, and create a number of sources of original technologies. Fourth, we will redouble efforts to promote structural adjustment, slim down and keep healthy, and resolutely guard against and defuse major risks. Fifth, we reformed the classification of enterprises, localities and industries, focusing on key areas and improving accuracy. Sixth, we will comprehensively strengthen professional, systematic and law-based oversight, and give full play to the effectiveness and advantages of state capital oversight.


How to ensure the quality of the soE reform three-year action targets and tasks?


Weng Jiemeng said, to resolutely put an end to the "paper" reform and "digital" reform, the reform will promote the enterprise internal governance mechanism, employing mechanism, incentive mechanism and other mechanism level of change, whether the real from quantitative change to qualitative change of reform effect, as the focus of this year's work.


At the same time, for regions, enterprises and tasks that are lagging behind, local and central enterprises should timely check and catch up. In particular, central enterprises should give more guidance, supervision and promotion to tertiary subordinate enterprises, provincial sasAC to prefectural sasAC, and prefectural SASAC itself. To horizontal, vertical "double dimension" for completion acceptance, item by item high standard clearance sales number, resolutely break "obstruction", get through "the last kilometer".


"The reform of assessment and evaluation mechanism should play a 'baton' role, and the reform assessment and evaluation results should be rigidly linked with the performance assessment of enterprise principals and the comprehensive assessment and evaluation of leading groups." Weng Jieming said.


It is understood that The State Council Leading Group Office of State-owned Enterprise Reform has started the assessment and evaluation of the 2021 reform work of various localities and central enterprises.
