Recently, the Central Committee of the Communist Party of China (CPC) and The State Council issued the Outline for the Development of Standardization (hereinafter referred to as the Outline), which defines the overall requirements, development goals, strategic tasks and safeguard measures for standardization work from the national system level. It is a work deployment for comprehensively and systematically promoting the development of standardization in China. The issuance of the Outline will help high-tech innovation, promote high-level opening-up, accelerate the building of a high-standard market system, and guide high-quality development.


High-quality development needs to be supported by a standard system


High-quality development is efficient, equitable, green and sustainable development that meets the people's ever-growing needs for a better life at a new historical juncture. However, the current standardization construction in technological innovation, industrial standardization, standard internationalization, green development standardization and other aspects are still difficult to meet the requirements of high-quality development.


The technical innovation standard system is not perfect, and the core technological innovation capacity needs to be strengthened. The implementation of standardization is not in place, and the implementation and application of standards are not sufficient. Product quality is linked to both production and consumption, directly affecting consumers' purchase decisions. It is not only about meeting people's growing material and cultural needs, but also about whether the potential of domestic demand can be effectively released. Most industries in China have adopted technology introduction development for a long time, and the foundation of standardization in technology development and application is still weak. However, the most basic requirement of high-quality development is to improve the quality and standard of products and services. The imperfect quality standard system, the implementation and implementation of standardization are not in place, which directly limit the improvement of the quality of products and services.


A large number of industrial development passively accept the standardization of developed countries, restricting the improvement of international competitiveness. Mature and developed economies are countries with high degree of standardization, institutionalization and internationalization of standards, and are the makers and exporters of standards. At present, although China is the second largest economy in the world, the standardization of some industries and industries is still restricted by standards and rules from developed countries in terms of technology and system, which restricts the improvement of China's international competitiveness.


The standard system for green development is not yet sound. Green development requires a fundamental change in the original development model. However, the construction of green development standards involves all aspects of production and life, including evaluation, repair and compensation. If there is no standardization system, it is impossible to build a comprehensive and systematic green development system from the aspect of top-level design. Therefore, the task of building a green development standard system under the "dual carbon" goal is becoming increasingly prominent.


Build a system of standards commensurate with high quality development


High-quality development is the advanced stage of China's development, and the main goal is "efficient", "equitable" and "sustainable" development. Therefore, to promote high-quality development, it needs to be supported by the standardization system, focusing on scientific and technological innovation, industrial standardization, internationalization of standards, standardization of green development and other aspects to lead high-quality development.


We will promote standardization of scientific and technological innovation. Scientific and technological innovation and standards promote each other and develop symbially. It is necessary to accelerate the research on standards, the application and promotion of standards and the industrialization of new technologies in key technological fields emerging in the new scientific and technological revolution. Research and formulate key technical standards in strategic emerging areas such as intelligent manufacturing, new infrastructure and robotics, as well as technical safety standards in frontier areas of national security such as biomedicine, molecular breeding and unmanned driving. We will establish a linkage mechanism between major scientific and technological projects and standardization work, establish a reward mechanism for incorporating scientific and technological innovation achievements into important technical standards, stimulate the vitality of standardization and innovation in the whole society, improve the evaluation mechanism and service system for transforming scientific and technological achievements into standards, and promote standardization work involving technical managers and evaluation services for scientific and technological achievements.


Carry out standardization strategic action, carry out industry standardization actively. We will focus on developing standards for basic parts and components, processes, materials and technologies that are crucial to industrial development, and work to ensure that standards cover all sectors of agriculture, industry and the service sector. We will use standards to transform and upgrade industries, upgrade traditional manufacturing industries, and improve standards for smart manufacturing, green manufacturing, and service-oriented manufacturing. Promote consumption, improve and expand domestic demand through standardization and branding of service industry. We will strengthen standardization research on emerging and future industries such as platform economy and sharing economy, and foster and develop new forms and models of business through standardization. We will coordinate development and safety, speed up technological breakthroughs and the development and application of standards in key links, fields and products, and promote the modernization of industrial chains and supply chains through standardization. With a view to standardization in new infrastructure areas, we will carry out a special campaign to develop standards for infrastructure such as communications network infrastructure, new technology infrastructure, computing power infrastructure and convergence infrastructure.


Strengthen international standardization activities to promote high-quality export development. The standards are the technical support for connecting with the world, enhancing the voice of international discourse and international competitiveness. Standards are productivity and rules are competitiveness. National standardization can promote mutual communication and recognition of domestic and foreign markets and increase their competitiveness, so it is necessary to deepen standardization exchanges and cooperation. Fulfill the responsibilities and obligations of the member countries of the International standards Organization and actively participate in international standardization activities. We will strengthen support for trade facilitation standards. We will continue to conduct comparative analysis of standards in key areas, actively adopt international standards, vigorously promote mutual recognition of Chinese and foreign standards, and improve the consistency between Chinese standards and international standards. Promote the coordinated development of domestic and international standardization. We will coordinate standardization exchanges and cooperation with other countries in science, technology, industry, and finance, and promote connectivity of policies, rules, and standards. We will establish an international standardization working mechanism that is guided by the government, played by enterprises, and linked by enterprises, universities and research institutes. We will implement the project to promote the internationalization of standards, and promote the compatibility of Chinese standards with international standard systems. We will open standards to the outside world and ensure that foreign-invested enterprises participate in the formulation of standards in accordance with the law.


We will establish a standardized system for green development. We will work to improve standards for green development in five areas: establishing and improving standards for carbon dioxide emissions, improving standards for ecosystem development and protection, promoting the economical and intensive use of natural resources, laying a solid foundation for green ecological standards, and strengthening standards for green consumption. We will implement the "dual carbon" standardization project, update and upgrade standards for energy conservation, improve standards for verifying and accounting carbon emissions by regions, industries, enterprises and products, formulate standards for greenhouse gas emissions by key industries and products, improve standards for renewable energy, and develop standards for ecological carbon sinks, carbon capture, utilization, and storage. To focus on ecological security, we will improve standards for managing and controlling environmental quality and risks, for preventing and controlling pollution, for responding to climate change, and for the quality, operation and utilization of mountains, rivers, forests, farmland, lakes, grasslands, and sandy ecosystems. We will establish standards to promote the economical use of land, minerals and other natural resources, standardize green exploration and development of energy and resources, standardize natural resource asset management systems, formulate unified technical standards for territorial space planning, and formulate standards for the development and protection of Marine resources. We will clearly establish standards for green production and consumption. In terms of green production, we will establish and improve standards for green agricultural development and clean production, green finance and eco-tourism, and green building, community and village construction. In terms of green consumption, we will establish and improve green product standards and green living standards.
