In today's world, the digital economy has entered a new stage of accelerating innovation and leading development. Whoever leads the digital economy will have the initiative in a new round of development.

In recent years, under the great attention of the CPC Central Committee and the State Council, and with the concerted efforts of relevant departments, the value of data elements in China has been constantly released, the process of digital transformation has been accelerating, and the innovative leading role of digital economy in the economy and society has become increasingly prominent.

"Difference" plan and 2035 vision in the outline, "speed up the development of digital construction of digital China" passion alone, give full play to the huge amounts of data and application scenario for the advantage, promote the digital technology and the real economy depth fusion, fu to transformation and upgrading of traditional industries, and new mode of new forms, new industry growing new engine of economic development. This has pointed out the direction and provided guidance for the next development of Digital China.

Practice has proved that the improvement of production efficiency and the change of production mode brought about by the deep integration of various fields of digital economy and real economy have become an important driving force for industrial transformation and upgrading. The value of digital economy has changed from improving transaction efficiency to enhancing industrial efficiency and promoting industrial digital transformation. With the popularization of information technology and the continuous development of the Internet, the integration of information technology and economic society is deepening. Industrial digitization and digital industrialization, digital efficiency and data elementalization are becoming an important direction of economic transformation.

In terms of accelerating the development of digital industrialization and industrial digitalization, I would like to make the following suggestions:

First, we need to constantly strengthen our digital infrastructure. To realize digital economy "pole", should seize the opportunity of development of digital economy, launch a number of major projects, speed up the 5 g, artificial intelligence, large data centers such as new infrastructure construction, promote the traditional industry and new infrastructure as a whole, integration development, strive to build intensive and efficient, economy applicable, intelligent green, safe and reliable modern infrastructure system.

Second, we need to push industrial and value chains higher. To improve the original ability of science and technology, aiming at high-level industrial base, industrial modernization goal, strengthen the basic and forward-looking digital technology research, increase the supply source technology, drive led by basic research breakthrough original technology, the key core technology and strategic breakthrough technology, improve industry supply chain risk. We will further tap the value of digital technology, foster and develop emerging industries, transform and upgrade traditional industries, and push industrial and value chains higher. At the same time, the modern industrial development system should be optimized to build a collaborative development industrial ecology led by multiple core enterprises, cooperated by numerous small and medium-sized technology-based enterprises, and supported by specialized public technical services.

Third, we should actively cultivate the market of data elements. First, it is necessary to strengthen the top-level design, carry out the rights confirmation and development of data resources through the reform oriented to the market allocation of data elements, and focus on solving the problems of data rights and responsibilities, pricing mechanism, data quality, security and privacy protection. Second, we need to enrich application scenarios, encourage and support key regions and industries to take the lead in the application of data elements, explore digital value and release data dividends. Third, we need to coordinate data development and utilization, privacy protection and public security, and accelerate the establishment of basic systems, standards and norms for data resource property rights, transaction circulation, cross-border transmission and security protection.

Fourth, we should constantly improve the data governance system. It is necessary to improve the policies and regulations related to data governance, strengthen the supervision over the platform monopoly and unfair competition, strengthen the protection of personal privacy, focus on data security protection, and create a good environment for the development of digital ecology. We need to improve national cybersecurity laws, regulations and institutional standards, and strengthen the security of data resources and networks and information systems in key areas. We will strengthen research and development of key cybersecurity technologies, speed up innovation in artificial intelligence security technologies, and enhance the comprehensive competitiveness of the cybersecurity industry. We will strengthen publicity, education and personnel training on cyber security.
